Full Journal pdf2024-03-25 House Journal Page 1985 SB 46 The following, which was held from the March 22 calendar (page 1968), was read the second time: SENATE BILL NO. 46 "An Act establishing the month of March as Brain Injury Awareness Month." with the: Journal Page STA RPT HCS(STA) NEW TITLE 7DP 1457 FN2: ZERO(GOV/COMBINED) 1457 Representative Saddler moved and asked unanimous consent that the following committee substitute be adopted in lieu of the original bill: HOUSE CS FOR SENATE BILL NO. 46(STA) "An Act establishing the month of March as Brain Injury Awareness Month; and providing for an effective date." (technical title change) Representative Eastman objected and withdrew the objection. There being no further objection, HCS SB 46(STA) was adopted. Amendment No. 1 was offered by Representative Eastman: Page 2, following line 3: Insert new paragraphs to read: "(3) acquired brain injuries, which often result from 2024-03-25 House Journal Page 1986 strokes, anoxia, drug and alcohol abuse, problematic pornography use, and infectious diseases, are largely preventable; (4) perinatal brain injuries, including intrauterine fetal traumatic brain injuries, often occur while a fetus is still in the womb and may result from intrauterine infections, domestic violence, and alcohol exposure, and are largely preventable;" Renumber the following paragraphs accordingly. Representative Eastman moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Josephson objected. The question being: "Shall Amendment No. 1 be adopted?" The roll was taken with the following result: HCS SB 46(STA) Second Reading Amendment No. 1 YEAS: 1 NAYS: 39 EXCUSED: 0 ABSENT: 0 Yeas: Eastman Nays: Allard, Armstrong, Baker, Carpenter, Carrick, Coulombe, Cronk, Dibert, Edgmon, Fields, Foster, Galvin, Gray, Groh, Hannan, Himschoot, C.Johnson, D.Johnson, Josephson, McCabe, McCormick, McKay, Mears, Mina, Ortiz, Prax, Rauscher, Ruffridge, Saddler, Schrage, Shaw, Stapp, Story, Stutes, Sumner, Tilton, Tomaszewski, Vance, Wright And so, Amendment No. 1 was not adopted. Representative Saddler moved and asked unanimous consent that HCS SB 46(STA) be considered engrossed, advanced to third reading, and placed on final passage. There was objection. HCS SB 46(STA) will advance to third reading on the March 27 calendar.
